Yes because mannequins were meant to show dresses in windows before real TALL women showed them in défilés! Then Barbie came and the dolls became poupées mannequin, and those ones were little indeed !
Now I'm thinking of the real women in windows in the famous district of Amsterdam...not really there to show dresses but to be used as...dolls!
